Stephen Becker

Stephen (Steve) A. Becker is a Director at NovoTech Patent Firm, based in the Firm’s Washington, D.C., office. Steve advises companies on patent matters, with a focus on semiconductor electronics, analog and digital circuits, telecommunications, automotive technologies, business methods, and computer-related inventions.

Patent Law Experience

Steve has extensive experience preparing and prosecuting U.S. and international patent applications. His expertise includes performing intellectual property (IP) due diligence, preparing patentability, infringement, validity, and freedom-to-operate opinions, and advising on post-issuance challenges and defense strategies. With a background as a circuit designer at a major U.S. company, Steve has spent more than 40 years representing domestic and Asian companies in protecting their intellectual property in the United States.

Publications and Lectures

Steve is a widely published author on intellectual property matters. He is the author of the Patent Applications Handbook, published annually by WESTLAW since 1992, and the U.S. chapter of Patents Throughout the World by the same publisher. In addition, he has lectured for organizations such as the District of Columbia Bar Association, AIPPI-Japan, the Korean Patent Attorneys Association, and the Patent Committee of the District of Columbia Bar, Intellectual Property Law Section.

Education and Academic Achievements

Steve earned both his bachelor’s and master’s degrees in electrical engineering, providing him with a strong technical foundation for his legal practice.

Additional Credentials

Steve is admitted to practice in Maryland, Virginia (inactive), the District of Columbia, and before the United States Supreme Court, the United States Court of Appeals for the Federal Circuit, and the United States Patent and Trademark Office.

He is also a co-author of the "Patent Applications Handbook," which has been updated and published annually by West Publications (Clark Boardman Division) since 1992. One of his distinguished accomplishments involves guiding a startup through the patent application process, which led to substantial licensing opportunities that significantly enhanced the company's strategic value.
